Jordan Petridis 2f75087830 ci: add openssl into the windows-image

Useful to build a couple of plugins, including dtls.

Related to gstreamer/gst-plugins-rs#346

Originally gstreamer/gstreamer!4607 but can't be merged yet
due to x86 issue.
