gir-files: Add back as submodule from gtk-rs

Browse source 
Instead of copying gir files over every once in a while, with
split-directory support (https://github.com/gtk-rs/gir/pull/1041) we can
now use the submodule directly from https://github.com/gtk-rs/gir-files.
